Windows 7 USB Port Issue

We have run across an issue running Windows 7 on an HP 4510 laptop where the USB ports seem to be inoperable after imaging. When you connect a keyboard and/or mouse, it will find the drivers and they will work (only after reboot). The same goes for flash drives, some will work and some will not.
I have found a fix for it at:

This file will detect what is missing, load it and reboot. The system seems fine after that (it read all of the drives we put in).
